china’s top economic policymaking body published a blueprint for industrial restructuring on april 26, providing a list of sectors the government should promote, curb or ban in coming years. the list, which calls for increased industrial upgrading, domestic innovation and service sector development, will provide an important guide for chinese regulators as they guide investment and make financial, land and trade policy.
in a statement on its website, the national development and reform commission (ndrc) said the list has been updated from the previous version, published in december 2005, to keep up with low-carbon technological and economic development.
a total of 1399 sectors are involved, with 750 to be encouraged, 223 to be restricted, and 426 to be eliminated. exploration of shale gas, oil shale and oil sands are listed as to be encouraged, so is carbon dioxide capture and relevant application. the “to be phased out” list includes 34 highly toxic pesticides, such as benzene hexachloride, methamidophos and parathion. the “to be limited” list includes oil refining units with capacity under 10 million tons/year, ethylene unit under 800,000 ton/year. the construction of glyphosate production units will also be restricted to avoid surplus capacity and repetitive low-level construction.
meanwhile, development and application of non-food biomass fuels, such as bio-cellulose ethylene and bio-diesel will receive boost. development and production of biomass fiber commercialization, high-performance fiber and relevant products will be encouraged. the blueprint also put fertilizers into a newly-established category called “modern logistics.”
