according to china chemical industry news, new chemical material has formed a whole new chemical industry in china, with an expected annual value of more than 100 billion yuan in 2009. in the twelfth five-year plan, the planning and development industry of new chemical materials will follow the principles of "scientific development, integrated point and sphere, appropriate advance and moderate speed-up with emphasis on innovation." this is the news our reporters got at the 3rd international advanced materials (chengdu) summit held from may 6th to may 7th.
the r&d level of new chemical materials has become an important indicator measuring the level of one country's economic development. at present, there is still a wide gap between china's chemical industry and those in foreign countries. this gap can be specifically attributed to: weak technological innovation capability, weak r & d capability, lack of core technologies; irrational product structure, lack of enough high-end and high-performance products; and single product category and incomplete specifications which demand differentiation, diversification and serialization of the products. therefore, the implementation of the twelfth five-year plan on new chemical materials has become a major event in this field.
li yongwu , president of china petroleum and chemical industry association, said at the summit that new chemical materials signify the future direction of the chemical industry. to research and to establish the twelfth five-year plan on chemical industry, we must adhere to the principles of "scientific development, integrated point and sphere, appropriate advance and moderate speed-up with emphasis on innovation."
with regard to the establishment of the twelfth five-year plan on new chemical materials, li yongwu put forward five recommendations:
1. increase the r & d investment, and promote the construction of technological innovation system with integrated efforts of production, learning, research and practical application so as to optimize the industrial development environment and promote the rapid and sound development of new chemical material industry.
2. speed up the adjustment of industry structure in aspects of layout, industry chain consolidation and the optimization of resource allocation by way of intensive development pattern.
3. make full use of the new chemical materials to save energy and reduce emission and focus on research of new materials aiming to replace the toxic, harmful and heavily-polluted materials as well as products concerned.
4. accelerate the research on new chemical materials required by the national key projects and programmes to create a new economic growth point.
5. come up with systematic policies matched with a healthy development of new chemical materials industry by seizing the favorable opportunities of drafting plans.
due to their uniquely excellent properties, the new chemical materials—including organic silicon, organic fluorine materials, engineering plastics, special rubber, high-performance fibers, and bio-based new chemical materials—serve not only as indispensable materials for the aviation and aerospace industries, new energy resources, electronic information, high-speed rail, aircraft industries and other new and high-tech industries, but also as the essential support materials for traditional industries to achieve an energy-saving, pollution-reducing and low-carbon economy.
