on june 29, the ministry of environment protection released the national scientific and technological development program for environment protection in 12th five-year plan. the program changes the priority of researching pollution prevention technologies to shift from tail-end management to all-round control and prevention. by the end of the 12th five-year plan, china will basically set up an environment scientific and technological innovation system and environment technology management system, based on all-round prevention and control of environment pollution and ecological degeneration. it will focus on binding indexes to obtain a group of general and key technologies for pollution sources control and emission reduction with independent intellectual properties.
the program defined major tasks in 12 fields concerning hot spots and difficult points in environment protection, such as regional air pollution control, river basin water environment protection, rural ecological environment protection, heavy metal pollution prevention and control, contaminated soil restoration, combating climate change, persistent organic pollutants prevention and control.
in terms of water pollution prevention and control, china has established river basin water pollution regulation technology and a water environment management technology system to improve water qualities in key river basin demonstration zones. in respect of air pollution prevention and cure, china has developed, with independent intellectual properties, denitration catalyst production technologies for thermal power plants, volatile organic compound and obnoxious gas pollution sources control technologies, and corresponding technologies and equipment. it has also launched research of technologies controlling toxic air pollutant discharges, such as heavy metals and dioxins.
in the perspective of solid waste pollution prevention and control and chemicals management, china has studied basic skills and methods for chemicals risk management and harmless management, as well as corresponding policies and systems. it has launched research and demonstrations of chemicals, chemical fertilizer and pesticide environment risk prevention and control technologies in key regions and sectors. it has studied technologies for testing, forecasting and evaluating ecological harms of new chemical materials, as well as chemical exposure evaluation technologies.
in the fields of green economy, clean production and recycling economy, china has carried out development and demonstration of key technologies in clean production of rare earth, chemicals and building materials.
in research of global environment issues, china has studied typical regional pops sources, pollution density, pollution features, migration laws, reduction and control technologies, ecological risk evaluation and early-warning technologies. it has studied mercury pollution sources, features, migration laws, and control technologies in typical industrial sectors. it has studied mercury pollution discharge reduction policy, and mercury-based product replacement technologies in key sectors.
in order to better improve environment technology innovation capacity, during the 12th five-year plan period china will establish pollution control for national environment protection engineering technology centers, solid waste resources and pollution control lab, hazardous waste full-course control lab, and chemical environment behavior simulation lab in key petrochemical and pesticide sectors. to accomplish the program’s tasks and strengthen environment technology support capacities, china is expected to invest about 22 billion yuan, which will be separated into 5 billion yuan for water pollution prevention and control, 3 billion yuan for air pollution prevention and control, and 2 billion yuan for solid waste prevention and control and chemicals management.
