when being asked by the reporter about the general work program for energy conservation and emission reduction in the “12th five-year” period released by the state council, the official said that, tianjin, shanghai, jiangsu, zhejiang and guangdong will reduce energy consumption by 18 percent per unit of gdp; beijing, hebei, liaoning and shandong by 17 percent; shanxi, jilin, heilongjiang, anhui, fujian, jiangxi, henan, hubei, hunan, chongqing, sichuan and shaanxi by 16 percent; inner mongolia, guangxi, guizhou, yunnan, gansu and ningxia by 15 percent; and hainan, tibet, qinghai and xinjiang by 10 percent.
in order to intensify the assessment on responsibility, china will improve its energy conservation and emission reduction statistics, monitoring and assessment systems: strengthen statistics on energy production, circulation and consumption, establish and perfect a system for statistics on the energy consumption of buildings, transportation and public institutions, perfect the statistical accounting, monitoring method and assessment method of energy conservation and emission reduction, and continue to do a good job in public announcement of national and local targets for energy conservation per unit gdp and for main pollutant discharges. in addition, china will also organize evaluation and assessment on the responsibility of provincial people’s governments for their energy conservation and emission reduction goals on an annual basis. the assessment result will become an important content of the general assessment and evaluation of the leading groups and leading cadres. an accountability system is adopted.
the energy conservation and emission reduction goal in the “12th five-year” period set by the state council includes: energy consumption per unit gdp decrease of 16 percent whereby the energy equivalent of 670 million tons of standard coal is saved; cod and total so2 both drop by eight percent; total nh3-n emission and nox emission both decrease by 10 percent.
