(by yang xuelian) in the past more than three months since it was put into production, the co2 emission reduction project of zhonghao chenguang research institute of chemical industry treated a total of 192.32 tons of hfc-23, which equaled a reduction of co2 emission by 2.8463 million tons. supported by the asian development bank (adb), the project is a key project for promotion at chemchina and has achieved positive economic and environmental benefits.
this is a typical project that came from the transformation a proprietary technological achievement. with the proprietary and patented technology of plasma pyrolysis, it treats hfc-23, a byproduct of organic fluorine production, to achieve clean production and reduce the emission of greenhouse gases. the project involves two treatment units with a total capacity of 1,000 tons per year and a hfc-23 abatement rate of up to 99%. it reduces co2 emission by 14.2 million tons a year, achieves centralized, and standard hfc-23 treatment, removes the hazards, and make comprehensive use of it.
jointly supported by the national development and reform commission, the adb, and chemchina, the project has a dedicated management team and adopted the pm accountability system and a matrix management model, achieving standard, efficient and well-organized implementation. well-prepared before hand, the project was launched on november 4, 2015, and put into production on december 23. production started successfully with only one attempt to launch the equipment and everything went along on schedule. commenting on this project, an official from the adb said, “the adb is satisfied with the construction and operation of the project, takes pride in the cooperation with chenguang, and intends to spread this management model to other adb projects.””
